Hanoi’s top leader said that the city has directed management agencies to survey more than 25,000 firms of various sizes in different sectors from across the country. The survey found that businesses are facing difficulties in 11 areas, most of which have to do with capital constraints, administrative procedures, and employment in the new normal.

Based on the feedbacks, the Chairman urged city authorities of all levels to implement a raft of urgent tasks. Accordingly, the units will have to sum up the impediments and proposals of businesses, focusing on implementation or requesting the competent agencies to find a solution, while ensuring the effective implementation of the government’s policies and regulations on pandemic containment and business support.

As of now, Hanoi accommodates more than 201,000 businesses in diverse economic sectors, ranking second nationwide and accounting for 23.7 per cent of the total number of operating businesses in the whole country.

The units are also required to accelerate the settlement of business-related administrative procedures such as those regarding land, construction, and tax. This would help shorten time and reduce expenses for firms, creating a pro-business environment.

To help businesses weather the hardships, Hanoi enacted Plan No.246/KH-UBND on November 1, 2021 on economic recovery and development for safe adaptation and flexible pandemic control in the fourth quarter of 2021, and in 2022 and 2023.

In light of the plan, Hanoi will continue to focus on implementing various targets including controlling the COVID-19 pandemic, improving the healthcare system, maintaining sustainable economic development, and ensuring budget balance.

It will also boost administrative reforms, improve investment and business environments, and establish special working teams to help remove obstacles for enterprises and increase the city's public investment.

The chairman called on the city’s authorities at all levels to promote the effective implementation of the city's work plans and programmes in 2021 and the period up to 2025, especially those related to the activities of enterprises.

He also requested business enterprises coordinate with the city to maximise creativity in coping with difficulties to proactively implement production recovery strategies and plans associated with pandemic prevention and control ensuring business sustainability.

“This year is fraught with hardships for Vietnam and Hanoi. The government has enacted drastic guidance to provide timely support to firms and people. Drawing to the year-end, the opportunities and prospects for economic recovery have become increasingly apparent,” said the Chairman in his closing remark at the recent HPA-hosted dialogue with businesses. “The city management commits to always accompanying and providing efficient support to firms to steer through the pandemic, accelerating growth and making breakthroughs, turning Hanoi into a smart and modern-oriented capital city.”

As of now, Hanoi accommodates more than 201,000 businesses in diverse economic sectors, ranking second nationwide and accounting for 23.7 per cent of the total number of operating businesses in the whole country.

These businesses are instrumental to helping the city contribute 16 per cent of GDP, 18.5 per cent of the state budget, and 8.6 per cent of Vietnam’s total export-import value.
