At the ceremony, Luu Viet Tien, EVNNPT deputy general director, acknowledged the efforts of NPMB, the project's management and operation unit, and the units participating in the construction of the project, who have overcome difficult construction conditions and unpredictable weather in recent times to bring the project to completion.
Tien said, “Construction has been completed according to the approved engineering documents in accordance with current state regulations on construction quality management, ensuring we are now able to put the line into operation.”
The project will help reduce the load on existing 500kV transmission lines, especially when transmission capacity is high on the north-central interface (at times when Northern hydropower plants generate low output). The transmission line will also help increase stability reserves on the North-Central interface, in combination with the 500kV Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh I TPP - Pho Noi transmission lines, contributing to supplementing power from sources in the North Central region to the load centre in the Northern region.
The 500kV Nam Dinh I TPP - Thanh Hoa transmission line is about 74.4km in length with 180 tower foundation positions, passing through Nam Dinh, Ninh Binh, and Thanh Hoa provinces. The project commenced construction at the end of October 2023.
According to NPMB, as of June 27, 2024, the foundation, grounding, and steel towers had been constructed according to the approved design under close supervision, ensuring quality and technical requirements were met. The conductors, ground wires, fibre optic cables, and accessories have been installed according to the approved design and manufacturers' guidelines.
The corridor of the route ensures safety distances according to Decree 14/2014/ND-CP dated February 26, 2014, and Decree No.51/2020/ND-CP dated April 21, 2020, on amending and supplementing articles in Decree No.14/2014/ND-CP on high-voltage power grid safety.
The Thanh Hoa - Nam Dinh I section was given a head start after the prime minister approved the investment policy and called for construction to start nearly three months earlier than the three remaining sections of the entire 500kV power transmission line.
The completion of the section is expected to provide motivation for the entire construction of the 500kV circuit-3 power transmission line so it can be inaugurated in July 2024.
During a site inspection of the project on June 22-23, the PM requested EVN and EVNNPT to focus on completing the construction of Thanh Hoa 500kV Substation and the Thanh Hoa - Nam Dinh 500kV line before June. In July, the project will be undergp investor-level acceptance, state acceptance, environmental restoration, and inauguration of the entire project.
EVN and EVNNPT have already completed work on expanding the bays of the Quang Trach and Pho Noi substations, the construction of a new Thanh Hoa 500kV substation, and the Thanh Hoa - Nam Dinh 500kV line. The remaining sections of the 500kV circuit-3 line project are being implemented by EVN, EVNNPT, and construction contractors to meet the prime minister's direction.
Pham Le Phu, president and CEO of EVNNPT, said, “To meet the required progress as directed by the prime minister, in a short period many items have been implemented simultaneously such as construction and installation, pole erection, and wire pulling. In addition to the main force of EVNNPT's units and construction contractors, EVN called for five power corporations to support the construction with a large number of workers with technical qualifications, experience, and skills. The total number of construction workers on the site is about 15,000.”
