Hanoi to deploy electronic medical records at all hospitals in September

Hanoi People’s Committee announced a plan on May 20 to deploy electronic medical records (EMR) at all local hospitals in September.

The move is part of the city’s efforts to improve the quality of healthcare, optimise the management and operation process, and build a modern digital health system.

Hospitals need to meet the criteria for a hospital information system, image storage and transmission RIS-PACS, a laboratory information system, information security and safety, and citywide data interconnection.

They must connect electronic health books, electronic prescriptions, hospital transfer papers, follow-up appointment papers, and others among hospitals across the city.

All hospitals must also conduct a survey and evaluate the current status of their IT infrastructure, including hardware, software, network systems, and security to develop plans that are appropriate to their scale and operating model.

Hospitals are also required to register to digital certificates and digital signatures to ensure compliance with legal regulations on electronic transactions and EMR storage.

The People's Committee assigned the Department of Health to preside over the implementation of EMR, develop solutions and tools to monitor hospitals implementing data connectivity, and guide them on costs for investment in IT.
