A few days ago, locals have reported that the nonwoven textile factory project in Hai Ha Seaport Industrial Zone of Texhong Industrial Park Vietnam Limited Company (under China's Texhong Textile Group) is starting construction without certificate.

According to the Quang Ninh Economic Zones Management Authority, the nonwoven fabric factory project has received the investment certificate last November. However, there remain other administrative procedures to be completed, the project has began construction in early 2019 and has completed several components.

The construction does not even stop at nights

Pham Xuan Dai, Chairman of the Hai Ha District People's Committee, told thanhnien.com.vn that the project is under the management of the Quang Ninh Economic Zones Management Authority, so the committee cannot ask the corporation to halt construction.

The representative of the Quang Ninh Department of Natural Resources and Environment also confirmed to local media that the company has yet to submit the environmental impact assessment report to the Ministry of Natural Resources and Environment.

"The ministry has just established the appraisal council to assess the environmental impact of this project on March 19, 2019, but has not issued a final decision yet," a leader of the Quang Ninh Department of Natural Resources and Environment told local media.

Texhong continued the construction even after receiving a specific order from the local EZ management authority

On April 8, the Quang Ninh People's Committee ordered the Chinese company to stop the project, but Texhong Industrial Park Vietnam has not complied with the order.

Nguyen Manh Tuan, director of the Quang Ninh Economic Zones Management Authority, told local media, "We have made a record and asked the investor to stop construction, as well as reported to the Quang Ninh People's Committee because they are foreign investors."

By the observation of the media, from May 8 to 12, the construction continued day and night.

The nonwoven fabric factory of Texhong Industrial Park Vietnam is located in Hai Ha Seaport Industrial Zone on an area of 27 hectares with the total investment of $260 million. This is part of a series of coastal projects of Texhong Textile Group near the Vietnamese-Chinese border in Quang Ninh's Mong Cai city and Hai Ha district.
