Vietnam to overhaul Law on Science and Technology

The Ministry of Science and Technology (MoST) is planning to comprehensively amend the Law on Science and Technology to better facilitate sci-tech activities and innovation.

The MoST made the statement at a press meeting held on April 10 to review the first quarter performance and announce key tasks for the upcoming months.

Deputy Minister of Science and Technology Nguyen Hoang Giang said that two of the problems facing the industry were risk acceptance and research delays.

He emphasised, “The ministry will drastically amend the 2013 Law on Science and Technology with breakthrough points to make it an effective tool and an important legal corridor to promote science, technology, and innovation.”

The MoST will coordinate with the Ministry of Justice, the Government Office, and relevant ministries and agencies to complete draft amendments to the Law on Standards and Technical Regulations, and then submit it to the government for consideration before it goes before the National Assembly.

It will also submit to the government a draft decree amending articles of Decree No.95/2014/ND-CP dated October 17, 2014 regulating investment and financial mechanisms for sci-tech activities.

In the second quarter, the ministry will expand bilateral and multilateral international cooperation, and organise activities to celebrate World Innovation Day April 21, World Intellectual Property Day April 26, Vietnam Science and Technology Day May 18, and the 2024 Scientific Innovation Contest.

The MoST also organised working sessions with other relevant ministries to discuss the development of nuclear energy.
