Hanoi People's Committee has implemented a plan for members of the Vietnam Farmers' Association to develop a collective economy in the agricultural sector.
Hanoi seeks Farmers Association role in developing collective economy

Plan No.262/KH-UBND, issued on September 4, will focus on promoting information and guidance for farmers to participate in the collective economy strategy through to 2030.

The plan is to offer advice and support for the establishment of at least 14 new cooperatives and 290 cooperative groups in the agricultural sector by next year. This number will increase to at least 50 cooperatives and 1,000 cooperative groups by 2030. It also hopes to consolidate and improve the quality and efficiency of at least 15 agricultural cooperatives established by the Farmers' Association at all levels over the next 12 months, with this number increasing to 100 cooperatives by the end of the decade.

In addition, the scheme aims to engage an additional 12 per cent of farmer households to participate in collective economic organisations in agriculture by the end of the year, increase that figure to 15 per cent by 2030, while supporting at least 10 per cent of professional Farmers' Association branches and professional Farmers' Association groups to develop into cooperatives and cooperative groups in 2025, bringing that figure up to 25 per cent by 2030.

It is expected that next year, at least half of the agricultural cooperatives supported by the Farmers' Association will participate in production and business linkages with enterprises, and this number will increase to 70 per cent by 2030. Furthermore, around half of all agricultural cooperatives will be supported to access credit sources next year, increasing that figure to 70 per cent by 2030.

The plan also proposes a number of specific solutions to raise awareness and engage members to participate. Besides that, the Farmer’s Association of Hanoi will advise and support members in establishing and developing agricultural cooperative groups and cooperatives. The city will also improve the quality of human resources for collective economic organisations.
