Nguyen Duc Trung, Chairman of Nghe An People’s Committee, told VIR that the province has had positive breakthroughs in attracting investment in recent years, especially from abroad. This initial success is associated with the unity of direction from party committees to authorities, creating great consensus for all decisions related to local development.

“We determine that for investors who have potential, are dedicated to the locality, and are willing to contribute to the development of Nghe An, both the highest leaders of the Party Committee and the People’s Committee will be present to welcome them. This is what the province has been doing and has created great confidence for investors when coming to Nghe An,” Trung said.
Recognising the unity from the Party Committee to the provincial government, it not only stops at administration but is also outlined in the action programme to implement Resolution No.39/NQ-TW, approved in summer, and in the construction planning for the province for this decade.
Creativity is shown in determining the driving force for Nghe An. Its development strategy covers all outstanding and core factors that help it thrive, and has identified Vinh city and Southeast Economic Zone (EZ) in particular to develop to the fullest.
According to the plan, the scope of expansion of Vinh includes the current area of the city, Cua Lo town, and part of Nghi Loc district. In the future, Vinh city will be the economic, cultural, and service centre of the north-central region, and will boast urban development associated with high-quality industry and services. It is expected that by 2030, Vinh’s population will be about 800,000 people.
Nghe An has also outlined a roadmap to prioritise attracting large-scale infrastructure development investors such as VSIP, Hoang Thinh Dat, and WHA. It is the experience, professionalism, and potential of these infrastructure developers that have formed a bridge for foreign capital flows being poured into Nghe An in recent times.
With that role, Nghe An sets a goal that by 2030, Southeast Nghe An EZ will include 15 industrial parks (IPs) and, by 2050, it will have 22 IPs. The goal is deemed within the province’s ability if based on the current situation as well as the strategic vision of its leaders through investing in connected infrastructure projects, accompanying support services, and support policies.
It is recognised that expanding Vinh and Southeast Nghe An EZ will be supported fully in the province’s plan with three strategic breakthroughs, four economic corridors, five development pillars, and six urban centres. Three strategic breakthroughs will clearly orient factors such as policy, infrastructure, and human resources.
