On November 27, Lao Cai’s provincial leaders held a working session with National Power Transmission Corporation (EVNNPT) and other stakeholders to address challenges in developing three key power transmission projects in the region.

The projects include the 220kV Bat Xat substation, the 220kV Bat Xat–Lao Cai transmission line, and the 220kV Than Uyen–500kV Lao Cai transmission line.

These initiatives aim to ensure a stable power supply for Lao Cai province and alleviate hydropower capacity constraints. EVNNPT has outlined details and timelines for the projects.

The 220kV Bat Xat substation project, with a capacity of 2x250MVA and an investment of VND383 billion, is scheduled to be operational by the third quarter of 2025. To date, 8.65 of the 10.32 ha of required land have been handed over. However, delays remain due to pending approvals for an access road and unresolved compensation issues with two households related to land use rights.

The 220kV Bat Xat–Lao Cai transmission line involves constructing a 46.7km double-circuit line from Bat Xat to the Lao Cai 500kV transformer station, with an investment of over VND512 billion. While land for 31 of the 110 locations has been handed over, challenges persist. In Bat Xat district, a household has refused compensation despite repeated negotiations, while in Bao Thang district, several families have raised concerns about the impact of transmission columns on their farmland.

The 220kV Than Uyen–500kV Lao Cai transmission line involves building a 73.54km double-circuit line, with an estimated cost of VND1.06 trillion. The line spans Lao Cai and Lai Chau provinces, with 67.8km passing through Lao Cai. Investment planning for the project is currently under appraisal.

Pham Le Phu, general director of EVNNPT, emphasised the importance of these projects. “These power transmission projects are vital for ensuring stable electricity supply in Lao Cai province and across the North. They will also help release the capacity of hydropower plants in the region. However, site clearance delays are significantly impacting overall progress,” he said.

Phu urged local authorities to expedite compensation and land clearance to allow contractors to begin construction.

Trinh Xuan Truong, Chairman of Lao Cai People’s Committee, highlighted the projects' significance. “Energy infrastructure is critical as we prepare to develop industrial projects, driving higher electricity demand. Stable power sources and 220kV infrastructure are essential for attracting foreign investment,” he said.

Truong called on relevant departments and localities to prioritise collaboration with investors, making these power projects a collective responsibility. “These are urgent initiatives that must be prioritised to support Lao Cai’s socio-economic development,” he added.
