The Institute of Chartered Accountants in England and Wales (ICAEW) and Vinh University officially signed their first co-operation agreement, in the witness of Heather Wheeler, the Right Honourable Member of the Parliament (MP), Parliamentary Under Secretary of State at the Foreign and Commonwealth Office and Gareth Ward, the British Ambassador.
Addressing the signing ceremony, Heather Wheeler said, “I am so pleased to see the globally-recognised and highly respected Institute of Chartered Accountants of England and Wales (ICAEW) launch a new partnership with Vinh University. This partnership reflects the UK’s expanding commitment to Vietnam, and the growing strength of our strategic partnership.”
ICAEW is a world-class professional body which provides internationally-recognised qualifications in accountancy and finance. Students and professionals who hold the ICAEW’s qualifications will have a better chance in the job market in Vietnam, and around the world. I look forward to the partnership between the Institute of Chartered Accountants of England and Wales and Vinh university producing lots of fantastic graduates,” Heather Wheeler added.
Within the framework of co-operation, ICAEW will co-ordinate with Vinh University to build a Model Class plan to support teaching costs and initial registration fees and examination fees for 25 outstanding students. Besides, ICAEW will co-operate with Vinh University and the Department of Economics to develop a high-quality training programme in accounting within three years from February 2020 to February 2022. In addition, ICAEW will invite experts from the UK and the region to come and have discussions on useful topics for the student’s future careers.
As part of the co-operation framework, ICAEW will support the development of faculty resources through training sessions with experts from the UK and the region. Also in the context of co-operation, ICAEW will organise seminars, exchange-of-expertise events, as well as provide original curriculum materials and account access to ICAEW data sources for Vinh University’s students and lecturers. In addition, the two parties will co-ordinate to organise professional training for lecturers with topics on accounting, finance, and tax.

“To strengthen international relations and to assure high-quality education, Vinh University has partnered up with many universities and organisations around the world, and the UK is an important destination. The signing ceremony between ICAEW and Vinh University today will open a new opportunity for our university to extend international co-operation. I hope the two parties will make full use of their potentials for mutual benefits,” Tran Ba Tien, vice president of Vinh University, said.
Speaking at the ceremony, Dang Thi Mai Trang, head of ICAEW in Vietnam, said, “We are delighted that this co-operation agreement between ICAEW and Vinh University was signed today. One year ago in January 2019, ICAEW and the Ministry of Education and Training of Vietnam signed an MoU in London, with the aim to enhance opportunities for co-operation and the development of accounting and financial resources for universities in Vietnam. Over the past one year, we have made every effort to realise this commitment with encouraging results, including signing a new co-operation agreement and extending co-operation with six major universities in Vietnam.”
“Vinh University is the centre of training leading human resources of the central region with excellent students. I believe that the co-operation between the two parties will bring opportunities for Vinh University’s students to maximise their capacity through an international-standard training programme. Professional skills are needed to meet the new requirements of the current financial labour market,” she added.
With the prestigious ICAEW's qualifications recognised globally, the ICAEW Certificate in Finance, Accounting and Business (CFAB) programme has so far been the formal syllabi of the 10 leading Vietnamese economics, finance, and accounting universities, and also the international finance-accounting professional training programme most chosen by educational institutions in Vietnam. The co-operation between ICAEW and Vinh University is expected to increase the number of universities integrating CFAB certification in Vietnam, contributing to creating high-quality workforce in finance and accounting.
