"Green Pass" pilot proposal to restore tourism activities

The Vietnam Tourism Advisory Board (TAB) research team has just proposed issuing a "Green Pass" to support the resumption of economic and tourism activities amid the COVID-19 pandemic.

The Green Pass would be a smartphone application to allow quick access to and check users' information, which may play an important role in future domestic and international mobility.

Many countries around the globe have already allowed their citizens to use vaccination certificates for travel and domestic activities, the TAB team said.

Currently, about 40 countries and territories, as well as six international organisations have implemented various types of vaccination certificates for the above purposes, including the Digital Green Certificate of the European Union (EU), Vaccine Passport of the Philippines, COVID-19 vaccination certificate of the Linux Foundation Public Health (LFPH) or the travel pass of the International Air Transport Association (IATA).

According to TAB's proposal, the "Green Pass" will be issued free of charge to all Vietnamese citizens and foreigners who have registered for temporary residence in Vietnam. This card integrates personal identification information, passport information (if any), medical and pandemic prevention information such as vaccination certificate, COVID-19 test certificate, and certificate of recovery after infection.

The card provides a QR code to be displayed on a smartphone or printed on paper to present when required. The Green Pass will be used by people to use public transport or attend festivals, sporting events, and visit restaurants, museums, libraries, and cinemas.

This tool will also be needed for people to go on business trips or travel to localities still dealing with the pandemic; traveling abroad under bilateral or multilateral agreements between the government of Vietnam and other countries and territories in the world.
