The working session aimed to expand joint initiatives in technology and digital transformation between the two nations.
At the meeting, the two sides discussed policies and plans for digital infrastructure development, 5G network deployment, institutional building for AI development and application; strengthening cooperation projects within the ASEAN framework on digital transformation and digital economy, capacity building and digital skills training.

To expand bilateral cooperation programmes, the two ministers agreed to strengthen the implementation of connection activities, support organisations and businesses of both sides to cooperate through working groups, seminars and annual digital forums. In particular, the two sides agreed to jointly develop and sign a MoU on digital cooperation to create a foundation for expanding specific projects between the two ministries.
On this occasion, Minister Hung invited Minister Deo to attend the International Digital Week and ASEAN Digital Ministers Meeting, to be hosted by Vietnam in January 2026.
This follows French President Emmanuel Macron’s May visit, which yielded multiple Franco-Vietnamese cooperation agreements in science, technology, and innovation.
The agreements focussed on the exchange of experts, scientists, and students; joint research cooperation; conferences, seminars and technology exhibitions; and the development of technology transfer organisations and innovation ecosystems.

The two sides also agreed to strengthen cooperation between research institutions, universities and innovation management agencies, and to relaunch the Lotus Programme, a prominent initiative that has brought many practical results in sci-tech between the two countries.
Also on this occasion, Vietnamese Deputy Minister of Science and Technology Bui The Duy and French Minister of Economy, Finance, Industrial Sovereignty and Digitalisation Eric Lombard exchanged a Letter of Intent on cooperation in civil nuclear energy.
