Speaking at the inauguration ceremony for Secretary of Quang Nam Party Committee in January, Luong Nguyen Minh Triet, stated that the province has achieved many outstanding developments across many fields in recent years. However, there are still many problems ahead in the integration and development process in the new phase.
With that, Quang Nam’s newly approved plan for 2030 illustrates its aspirations and determination to create a real breakthrough.
Le Tri Thanh, Chairman of Quang Nam People’s Committee, acknowledged that the fresh plan has been built on the basis of inheriting and developing the views of the Party Executive Committee.
“The focus is on the Resolution of the 22nd Quang Nam Party Congress; updating perspectives in accordance with the realities of the times; and aligning with Vietnam’s goals of socioeconomic development and ensuring national defence and security in the north-central and central-coast regions up to 2030 and beyond,” Thanh said.
Greater ambitions
According to Thanh, the plan has shown the will and aspiration of Quang Nam province to strive to become a well-developed province by 2030. It will have a modern, synchronous infrastructure network, and develop airports, seaports, logistics services, tourism, the automobile industry, the mechanical industry, and more to a regional level.
“Quang Nam also looks to form a national centre for pharmaceuticals, gain more processing of agricultural and forestry products, craft high-quality vocational training facilities, and ensure that most medical and educational facilities meet national standards,” Thanh added.
By 2050, the locality strives to become a centrally-run city with high human development index rankings and higher incomes for its citizens.
“These are goals of great significance and feasibility based on scientific arguments. But they require solidarity, effort, and high determination of the entire political system, the good coordination of localities, the positivity of the business community, and the unanimous support of the people,” Thanh stressed.
While the planning strategy has emphasis on proactive creation and innovation of thinking, provincial leaders also say that it will not trade the environment for development, taking green and sustainable development criteria as a key goal.
The plan also emphasises economic restructuring associated with the growth model; improving productivity, quality, and economic efficiency on the basis of improving human resources; and deeply participating in the global value chain.
Development motivation
By 2050, Quang Nam will be a comprehensive, modern province and strive to become a centrally-run city and an important international tourism centre.
To accomplish this goal, Ho Quang Buu, Vice Chairman of Quang Nam People’s Committee, said that the plan clearly indicates key tasks and breakthroughs to create suitable development. “The plan has positioned the development space and roadmap as well as existing foundations. Quang Nam needs to closely follow this orientation to develop the locality,” Buu said.
The first thing that Quang Nam needs to do, according to Buu, is improve its infrastructure system by accelerating the development of economic and social infrastructure in a modern and synchronous direction, with a focus on economic zone infrastructure, as well as industrial and urban areas.
“Quang Nam has the advantage of owning Chu Lai Open Economic Zone (EZ) and Nam Giang Border Gate EZ. This is an advantage in attracting local investment,” Buu said. “In particular, Chu Lai EZ, with the presence of Truong Hai Group (THACO) creates important investment attraction for Quang Nam in the industrial sector, especially supporting industries.”
Talking about the direction of turning Chu Lai EZ into a vehicle production centre, economic expert Dr. Tran Du Lich said that to develop supporting industries, the first thing to do is clearly identify a nuclear enterprise, with THACO as the nucleus,
According to Lich, this not only helps complete policies for Quang Nam province to build, but also serves as a foundation for the central-coast provinces to develop supporting industries in the future.
“Chu Lai EZ is considered to be an area with favourable weather and terrain, meeting the conditions to develop the mechanical industry. THACO’s role can help us develop supporting industries with the strategic product being cars,” Lich stated.
Another field that is also considered an important driving force promoting Quang Nam’s strong breakthrough is tourism and other service products. Currently, Quang Nam is one of the pioneers in investing in coastal roads, typically the coastal roads connecting Danang with Hoi An, and Chu Lai with Hoi An. The road is predicted to be help create a chain of coastal cities in the future.
The attraction of major heritage destinations like Hoi An and My Son Sanctuary, combined with the long beach, has attracted many big brands to Quang Nam such as Vingroup. With trillion-dollar resort and entertainment projects, it has made an important contribution to shaping the development of the industry in the province.
