North Korea, who beat Singapore 2-1 and drew with South Korea's U-23s 1-1, needed only a draw in their last game against the hosts, but they overpowered them in the second half to finish on a high.
The winners walked away with a US$20,000 cash-prize. Last month, North Korea also triumphed in the Millennium Thang Long Cup in Ha Noi.
In an early match on Saturday, veteran Aleksandra Duric, 40, of Singapore scored twice to stun South Korea's U-23s 2-0.
Singapore, who were level on four points with South Korea, ranked second with a superior goal difference and pocketed a cash-prize of $10,000, while South Korea took $5,000.
Viet Nam finished on one point from a 1-1 draw with Singapore.
They will be making their final preparations to defend the ASEAN Football Championship AFF-Suzuki Cup next month.
