The event is being organised by the Vietnam Young Entrepreneurs’ Association (VYEA) under the direction of the central committees of the Ho Chi Minh Communist Youth Union and the Vietnam Youth Federation, and in coordination with the Vietnam Association of Small and Medium Enterprises (VINASME).
The forum will feature three rounds of discussions focusing on value chain autonomy, constructive mechanisms, and the globalisation of Vietnamese value and strategic capabilities. These aim to align with the Party Central Committee’s four strategic resolutions on breakthroughs in sci-tech, innovation, and digital transformation; global integration in the new context; reform of lawmaking and law enforcement in the new era; and private sector development.
The first round, taking place in July and August, will be a local-level dialogue in 10 regional clusters nationwide. The second round, taking place on September 15, will consist of four thematic dialogue sessions with the participation of relevant ministries, sectors, businesses, and economic experts.
Finally, in the third round on September 16, a high-level plenary dialogue session is expected to be attended, chaired, and directed by government leaders. At this session, the forum will issue the VPSF 2025 joint statement, demonstrating a commitment to accompanying the private sector and policymaking agencies in creating a transparent and modern development environment.

Pham Thi Bich Hue, VYEA's vice chairwoman and head of the VPSF 2025's organising board, said that a new highlight of VPSF 2025 is the collaboration with the VINASME. The VYEA, with 20,000 members, 90 per cent of whom are leaders of small- and medium-sized enterprises, expects that the message at VPSF 2025 will represent the voice of the young business community and the common voice of the private business community.
"The resonance and spread create a difference compared to previous events," she emphasised. "VPSF 2025 is designed to be more comprehensive, expanding in scale and depth, to build a national policy dialogue ecosystem with criticism and clear proposals, contributing to creating a transparent and sustainable development environment and unleashing all the potential of the Vietnamese private sector."
Its outcomes will be compiled in the Vietnam Private Sector White Paper 2025, offering specific and actionable policy recommendations to the government, ministries, and local authorities.
Following the forum, the VYEA plans to introduce an independent evaluation tool to gauge the business friendliness of Vietnamese cities and provinces. This tool will fuel interprovincial competition to improve governance and boost the Provincial Competitiveness Index, while regular assessments will shape future policy proposals for Party and state leaders.
The VYEA will also lead a training programme targeting 10,000 CEOs in the private sector to bolster their strategic thinking, governance capacity, and adaptability.
