The exchange is being organised under a public-private partnership, with the state investing in infrastructure, an online exchange platform, and a shared sci-tech database to ensure safety, transparency, and synchronisation.

The exchange will offer equipment and machinery for sale, provide information about market needs, and have 150 technology consultants and brokers. The exchange aims to support organisations, businesses, and individuals with the introduction of new technologies.
To continue to improve the exchange, relevant agencies will develop additional features, including online technology supply-demand transactions, technology consulting and brokerage, statistics on transaction quantity and value, and consulting services on finance, intellectual property, and technology transfer.
According to the MoST, it is necessary to develop, improve, and connect to sci-tech databases, innovate, and combine online and direct exchanges.
Vietnam has issued policies on innovation and national digital transformation, and upgraded digital infrastructure. However, there is an urgent need for enterprises to improve productivity, technological innovation, and escape the low value-added trap.
Vietnamhostslarge technology exhibitions annually, such as Techmart, Techconnect and Innovation, and Techfest. These platforms have laid an important foundation for the development of the technology exchange model.
International experience shows that science and technology exchanges are key to accelerating innovation and the development of a knowledge-based economy.
