Le Tan Ho, Deputy Chairman of Phu Yen People's Committee, said on November 21 that the North-South Expressway project through the central province had "not yet issued an action on regulations on compensation unit prices for crops.”
The committee said, "The majority of the province's specialised agencies agree with the need to issue; however, there are still other perspectives and disagreements because the Department of Examination of Legal Documents has concluded that this material is inconsistent with the provisions of Article 20 of the 2013 Land Law."
Simultaneously, Phu Yen People's Committee consulted with several neighbouring regions to develop a decision to issue a compensation unit cost for crops when the state recuperates land to apply throughout the entire province. However, there is no general agreement on the type of documents, as some localities issue administrative decisions and others issue legal decisions.

For this reason, Phu Yen People's Committee of Phu Yen has recommended documents to the central ministries and branches to lead the compensation work for crops following the legislation.
It has just sent an official letter requesting the Ministry of Transport (MoT) to take into account, summarise, and report on the aforementioned problems and the government's advancement before November 20, and hand over the residual area in the second quarter of 2023.
Phu Yen People's Committee stated that the North-South Expressway project through the central province was a national mega project, and to maintain consistency in compensation for crops throughout the project and avoid complaints from people, the province will establish a set of compensation pricing for crops when the state recovers the land.
According to Phu Yen People's Committee, in the past, to enable the calculation of compensation unit prices for crops to serve in the formulation of compensation, support, and resettlement plans, the committee issued Decision No. 56 in December 2019, outlining the principles and procedures for implementing compensation prices in the region.
