Hanoi to enact economic-technical norms for training in 37 occupations

Deputy Chairwoman of Hanoi People’s Committee Vu Thu Ha has signed a decision to promulgate a set of economic-technical norms for training in 37 occupations.

According to Hanoi Department of Labour, Invalids, and Social Affairs, the workforce demand is concentrated in services and tourism, creative industries, and high-tech industries.

Bach Lien Huong, director of Hanoi Department of Labour, Invalids, and Social Affairs, stated that over the next five years, the city will focus on training in high-tech industries, tourism services, and high-tech agriculture.

In addition, the city will also include fields related to cultural and artistic development and healthcare services. Professions aligned with emerging market trends and traditional occupations, as well as certain outdated professions, are being considered for elementary-level and short-term vocational training programmes, Huong said.

In 2023, the department reviewed and advised the city to remove 14 professions and add 15 new ones, including livestream sales, domestic assistance, and new technologies. Out of the 77 professions listed in the vocational training catalogue, 24 are in agriculture, with nine related to traditional craft villages.

The recently published set of economic-technical norms for elementary-level, and short-term training (under three months) for 37 professions in Hanoi include: graphic designer; IT specialist; electronics technician; industrial electronics specialist; tour guide; domestic helper; director of an agricultural cooperative; agricultural product businessperson; medicinal plant cultivation and care technician; poultry rearing and disease prevention specialist; citrus fruit cultivation and care technician; forklift operator; ground construction equipment operator; excavator operator; automotive painting technology specialist; automotive electrical repair technician; hospitality and hotel manager; Asian and Western pastry chef; sales and marketing specialist; mother-of-pearl inlay with floral and vine patterns artisan; lacquer painting and gilding artisan; industrial electrical systems technician; advanced welding technician; metal cutting and machining specialist; makeup artistry; cosmetologist; manicurist; inkjet tattoo artist; foreign language specialist (English, Japanese, German, Chinese, Korean); social worker; masseur; and security guard.

The norms apply to vocational education institutions and establishments engaged in vocational education activities, along with related agencies, organisations, and individuals involved in implementing policies to support elementary-level vocational training as prescribed by law.
