The steering committee is chaired by Tran Sy Thanh, Chairman of Hanoi People’s Committee, and includes 22 members, comprising city leaders and heads of various departments and agencies. The committee is tasked with devising and implementing comprehensive, effective plans to prevent the waste of public assets across all sectors of the city.
The city has assigned the committee four major tasks, encompassing 23 specific issues requiring close review and execution. The objective is to resolve bottlenecks in land use, natural resource management, and off-budget investments while ensuring efficiency and cost-saving in public investment and state budget expenditures.

The formation of the committee is in alignment with Hanoi’s commitment to building a transparent, effective administration that prioritises community welfare and efficient public asset management.
Following its establishment, the steering committee convened to assess the progress and challenges of the Phung Khoang Lake Park project, spanning Nam Tu Liem and Thanh Xuan districts, which has garnered public attention due to prolonged obstacles. Hanoi aims to start construction immediately and complete the project before the Lunar New Year 2025.
At a meeting on October 30, Hanoi People’s Committee addressed critical issues in significant projects, including 148 Giang Vo, Phap Van-Tu Hiep Student Housing, and Kim Quy Park. These efforts have accelerated project timelines, improved investment efficiency, and contributed to the socioeconomic development of the city.
Chairman Tran Sy Thanh called for heightened accountability among residents, civil servants, and public officials in combating the waste of public assets. He stressed the need for collective efforts to unlock potential resources and generate tangible benefits for society.
To facilitate public involvement, Hanoi People’s Committee has introduced official channels for citizens to report instances of waste or inefficiency. Feedback can be submitted via the city’s electronic information portal (https://hanoi.gov.vn) or the iHanoi application for Hanoi citizens.
