The event focused on the Ministry of Home Affairs (MoHA)’ report on building a new wage regime for cadres, civil servants and members of armed forces under the Party Central Committee’s Resolution 27-NQ/TW on wage policy reform.

Addressing the meeting, PM Phuc, who is also head of the central steering committee, asked relevant agencies to collect more opinions from experts to have a quality and synchronous wage reform plan that suits the political system’s features and specialised areas while winning over public consensus.

He stressed that wage reform must be carried out in tandem with reforming the apparatus, reducing people on the payroll, and improving labour productivity.

The PM requested the MoHA to coordinate with the committee’s member agencies to complete the issues related to the new wage regime.

He also told the Finance Ministry propose more financial solutions, balance sources to ensure the reform of wage, social insurance and benefits for national contributors, and compile documents that regulate wage and income management mechanisms.

Meanwhile, ministries and agencies, especially those that are committee members, need to complete proposals regarding the payroll and allowance for the civil servants and public employees under their management so as to work with the MoHA and relevant parties to finalise regulations on the new wage regime, PM Phuc noted.
