The National Assembly Standing Committee (NASC) last week convened the seventh extraordinary session of the 15th NA to work on personnel issues within the scope of its authority.

The NA adopted a resolution to remove 67-year-old Vuong Dinh Hue from the post of NA chairman for the 2021-2026 tenure and from the position as a member of the National Council of Defence and Security, as well as from the post as a NA deputy of the 15th NA.
The NASC then assigned Tran Thanh Man, a Politburo member and Standing Vice Chairman of the NA, to manage all activities of the NASC and the NA until a new chairperson for the 15th NA has been elected.
Under Resolution No.71/2022/QH15 on regulations for NA sessions, the state president and the NA chairperson are elected at a session via voting. It is scheduled that the voting will be conducted at the seventh session of the legislature, which will open on May 20 in Hanoi.
The extraordinary session came days after the 13th Communist Party Central Committee (PCC) agreed that NA Chairman Hue should step down at his request. Hue was also relieved from his posts as member of the Politburo and member of the 13th PCC, the PCC decided at a meeting in Hanoi on April 26.
According to a statement released after the meeting, Hue was a key leader of the Party and state, trusted and assigned to undertake several important positions. However, reports by the PCC’s Inspection Commission and authorised agencies showed that his violations and flaws have negatively affected public perception and the reputation of the Party and state.
Being aware of his responsibilities before the Party, the state, and the people, Hue submitted his resignation from his positions.
Earlier in late March, the NASC assigned Vice State President Vo Thi Anh Xuan to hold the position of state president until the legislature elects a new state president.
The assignment followed 54-year-old Vo Van Thuong stepping down as state president for his violations and flaws negatively affecting the public perception and the reputation of the Party and the state, according to a PCC statement released on March 20.
At present, Vietnam’s top leadership for its state apparatus of the 2021-2026 tenure includes Party General Secretary Nguyen Phu Trong, acting State President Xuan, and Prime Minister Pham Minh Chinh.
The 15th National Assembly (NA) is scheduled to take place in Hanoi within two phases, with the first lasting from May 20 to June 8, and the second held during June 17-28. It is expected that the NA will elect the new state president and its new chairperson. The National Assembly Standing Committee (NASC) has asked the NA to allow the adjustment of progress of one law, supplementation of the discussion of four draft laws, and two draft resolutions that have already been revised and supplemented by the NASC in the country’s programme on building laws and ordinances in 2024. Under the NASC’s proposal, the Law on Amending and Supplementing a number of articles of the Law on Standards and Technical Regulations shall be adjusted from providing comment at the seventh session and adoption in the eighth session in November to carrying out both in May and June next year. The NASC has also proposed that the NA discuss in the seventh session and adopt in the eighth session the Law on Fire Prevention and Fighting, the Law on Rescue, the amended Law on Prevention and Combating of Human Trafficking, and the amended Law on Value-Added Tax. The amended Law on Management and Use of Weapons, Explosives, and Combat Gear is recommended to be advanced at the seventh session for discussion and approval. In addition, the seventh session is also expected to see the adoption of the draft of a resolution on piloting special mechanisms and policies for the development of the central province of Nghe An; the draft resolution of on amending and supplementing the NA’s Resolution No.119 on piloting urban government model and several special mechanisms and policies for the development of the central city of Danang. |
