The delegation was led by Zeng Chaobang, vice chairman of the Supervisory and Judicial Affairs Committee of Guangdong, who shared insights on Guangdong’s socioeconomic landscape and noted the similarities he had observed during his visits to Ho Chi Minh City and Hanoi.
"Guangdong wishes to collaborate with Hanoi in areas such as elderly healthcare, safeguarding the rights of recent graduates, and supporting workers in emerging sectors like online retail and delivery services," said Zeng.

Duong emphasised Hanoi’s commitment to fostering ties with Chinese localities, particularly Guangdong. The reciprocal visits by Hanoi leaders to Guangdong in 2023 and 2024 have significantly contributed to strengthening the comprehensive strategic partnership between Vietnam and China.
Duong introduced the delegation to Hanoi’s development focus, noting the city’s current efforts to enhance institutional frameworks and policies to support its growth ambitions. He highlighted three key legal milestones: the recently approved amended Capital Law, the forthcoming Hanoi Master Plan for 2021–2030 with a vision to 2050, and the updated general planning for Hanoi up to 2045 with a vision to 2065.
"These legal frameworks will establish vital policies that will enable Hanoi to leverage its strengths and pursue rapid, sustainable growth on a larger scale," Duong said.
As part of the larger Vietnam - China comprehensive strategic partnership, the Hanoi People’s Council is seeking to expand cooperation with Guangdong across several fields, including sharing expertise in party building, political system development, and socioeconomic growth. Hanoi also aims to strengthen trade ties and facilitate goods import-export activities.
Hanoi welcomes businesses from Guangdong that wish to invest and expand operations in the city. Priority areas include digital transformation, green growth, renewable energy, circular economy initiatives, and environmental protection.
Furthermore, the Hanoi’s People’s Council is keen to enhance collaboration in education and workforce development, especially at the postgraduate level, alongside boosting cultural and people-to-people exchanges, focusing on the younger generation.
