On May 4, the Ministry of Agriculture and Rural Development (MARD) sent documents detailing the problem to several localities and government agencies, including the Ministry of Public Security, and the Ministry of Defence. These documents require all stakeholders to control and supervise poultry-import activities and to apply their own strict punishment to violators to prevent the risk of infectious diseases.
The MARD expects that these parties will develop solutions to survey border crossings, trails, seaports, and waterways to control the situation.
According to the prime minister's request, the Ministry of Industry and Trade will require market management groups to prevent the distribution of illegally imported products, while the prime minister has asked the MARD and the Department of Animal Health to improve quarantine measure for animals and animal products, and to apply strict punishments for violations. Batches of illegally imported poultry will be either sent back or culled immediately.
In addition, on May 17, the Vietnam Poultry Association (VIPA) sent a document to the Standing Committee of the National Assembly, the prime minister, and relevant authorities to propose solutions to deal with the difficulties in the sector.
Accordingly, along with proposals to prevent poultry smuggling, the association proposed solutions to foster the long-term development of the livestock sector. It asks the Ministry of Planning and Investment to add and amend the specific regulations to the Resolution No.57/2018-ND-CP on incentive policies for investing in the agriculture and rural development sector, including exemptions and reductions in land rent.
