2. Basic information of the project:

- Project name: e-Government Procurement PPP Project (e-GP PPP Project);

- Project type: Group B;

- Project location: Hanoi, Vietnam;

- Project time period: 13 years of which it is estimated that 1.5 years will be used to design and build the system and 11.5 years for operation;

- Total project capital/Total investment: VND334.895 billion or $15.2 million;

- Project objective: To apply IT and telecommunications advances to sustainably develop, manage and operate the e-government procurement system in order to manage procurement information and implementation of online bidding on a safe, competitive, transparnent and economic effective way;

- PPP contract model: DBFOMT (Design, Build, Finance, Operate, Maintain, and Transfer);

- State contribution in the project (VGF) : The Government has approved viability gap funding for this project at the maximum of VND44 billion or $2 million (15.6 per cent of the total investment).

3. Procurement method: International competitive bidding.

4. Language: Request for Qualification is issued in English with a translated version attached in Vietnamese. If there is any discrepancy between the English and Vietnamese version, the English version shall prevail.
