Hanoi – With a population of about 10 million people, Hanoi is one of the most populous cities in the country, therefore the capital always faces many social issues, including security and order, employment, and social evils, among others.

To improve the quality of local people's life, the Hanoi Party Committee has issued Programme No.8 on developing the social security system, improving social welfare and quality of life of the locals.

Over the past two years, the city has completed 14 out of 27 targets of the programme, exceeding the set plan, particularly in 2022, the unemployment rate of the city was 2.23 per cent (the target set for 2025 is below 3 per cent). In the same year, Hanoi created jobs for 203,027 people, surpassing the set target of 160,000 people a year by 2025.

Especially, by the end of 2022, the rate of poor households in the city was only 0.095%. The city is striving to have no poor households by 2025 according to the new standards.

The city is working hard to ensure that nine targets are implemented as scheduled such as the rate of labourers buying social insurance; rate of labourers participating in unemployment insurance, health insurance coverage rate, proportion of newborns screened for the five most congenital diseases; rate of people after retirement age who are entitled to pensions, among others.

Currently, three targets are meeting difficulties in the implementation such as the number of hospital beds and doctors per 10,000 people; and the number of people whose health are properly managed.

In order to improve the quality of life and limit social evils while ensuring security and order, the city has focused on vocational training, attracted qualified workers and created jobs for labourers. At the same time, the city has improved operational capacity of employment service centres to provide market information for workers and businesses.

As a result, since 2021, Hanoi has created jobs for 427,248 labourers, exceeding the target set in the Resolution of the municipal Party Organisation's Congress. The city’s unemployment rate has dropped to below 3% (2.6% in 2021; 2.23% in 2022).

Nguyen Ngoc Tuan, Deputy Secretary of the municipal Party Committee, Chairman of the People's Council and Head of the Steering Committee for Programme No. 08, said the municipal Party Committee has always determined that taking care of the material and spiritual lives of local people is an important task. Therefore, the committee has set many specific goals, solutions and measures to accomplish the task.

Tuan added that the city has earmarked nearly 21 trillion VND (893 million USD) to implement the programme, of the sum nearly 6.5 trillion VND for 2021, 7.7 trillion VND for 2022, and 6.5 trillion VND for 2023.

He said that in the coming time, the city will direct the entire political system and administrations at all levels to pay more attention and better take care of local people's lives.

Besides, the city has focused on targets that are difficult to achieve, particularly in the field of health and education, and at the same time, synchronously deploying groups of solutions to develop social insurance and health insurance participants.

Hanoi will speed up the implementation of investment projects, continue to review and closely monitor the progress of projects, update and supplement medium-term public investment plan for the 2021-2025 period and allocate and provide capital for projects completed on time as approved.

Departments, sectors, and People's Committees of districts are asked to closely coordinate together to speed up the settlement of investment procedures for projects; continue to monitor and supervise the implementation of non-budget land use projects of investors according to approved instructions; guide and deal with proposals of organisations and inpiduals implementing projects in the fields of education, health, culture, sports and carry out investment procedures according to regulations.
