According to Hanoi People's Committee, the competition has been underway since mid-October, with the final round scheduled for November 16.
The competition is open to officials, civil servants, public employees, and workers currently employed in departments, agencies, district, town, and commune-level people's committees across Hanoi.
This year’s competition aims to identify groundbreaking initiatives and solutions for administrative reform with practical potential for pilot implementation and replication throughout the city. It offers an opportunity to encourage creativity among public servants, raise citizens' awareness of administrative reform efforts, and inspire innovation, as well as the proactive involvement of individuals and collectives in the modernisation of administrative governance.

The competition also seeks to improve key indices such as the Administrative Reform Index, Public Administration Satisfaction Index, and Provincial Governance and Public Administration Performance Index. These indices are vital measures to assess the effectiveness of reform efforts and, by extension, enhance the quality of public services for both citizens and businesses.
The final round will be held with practical and effective criteria, ensuring transparency and an objective evaluation process. Six teams, having advanced from the preliminary round with the most outstanding ideas and solutions, will compete.
Each team will have 10 minutes to present their ideas in various formats, followed by five minutes to answer questions from the judges.
Awards will be given in two categories: individual and group entries. For individuals, there will be one first prize, two second prizes, three third prizes, and five commendation prizes. For group submissions, the best teams will be awarded one first prize, one second prize, and one third prize.
The People's Committee has made significant efforts to accelerate administrative reform, aiming to build a modern, democratic, and transparent administration. The city views administrative reform as a critical breakthrough, and a key driver of government efficiency, with a focus on citizen and business satisfaction as a key indicator of the quality and effectiveness of governmental operations.
Through the 2024 competition, Hanoi reaffirms its commitment to stronger administrative reform, contributing to economic and social development and striving towards a government that is more responsive to the needs of citizens and businesses.
The winning initiatives are expected to boost quality and efficiency of one-stop-shop models at all levels, enabling online public services. In addition, they are expected to promote new solutions to improve the effectiveness of the enforcement of legal documents and the feasibility of laws in the city, thereby promoting investment attraction.
