Lai Chau Airport may be invested in with the PPP format |
In this dispatch, the MoT said that if the state budget capital for infrastructure investment is not enough, the ministry agrees to assign Lai Chau People's Committee to be the competent agency to study the plan of mobilising resources for building Lai Chau Airport under the PPP format.
After ensuring all the planning conditions, the provincial committee could actively work with relevant agencies to implement the next procedures and report to the competent authorities for permission to deploy the investment.

In the national master plan for the development of the airport for the 2021-2030 period, with a vision to 2050, which is waiting for approval, Lai Chau Airport is planning an annual capacity of about 0.5 million passengers by 2030 and about 1.5 million passengers by 2050.
In the past, the prime minister assigned several local people's committees to act as competent agencies to build airports via PPP, such as Van Don International Airport in the northern province of Quang Ninh, Phan Thiet Airport in the central province of Binh Thuan, Sapa Airport in the northern province ofLao Cai, and Quang Tri Airport in the central province of Quang Tri.
Implementing Resolution No.01/NQ-CP dated 2021 of the government, the MoT has built and submitted a plan to the prime minister to mobilise private investment in airport infrastructure.
In this, Lai Chau Airport is among the newly-built airports (in addition to Sapa and Quang Tri), for which localities are assigned as competent agencies to develop the projects in the PPP format. The prime minister will decide to approve Lai Chau People's Committee as the competent authority to implement Lai Chau Airport construction.
