In his opening speech, Nguyen Van Nen, Secretary of Ho Chi Minh City Party Committee, said, "Ho Chi Minh City's industrial sector is showing signs of slowing down, its competitiveness is decreasing, and it is facing many major challenges that could weaken its role as an industrial centre of the Southern Key Economic Zone and the whole country."
"Meanwhile, digital transformation and applications of the fourth industrial revolution, such as the Internet of Things, AI, machine learning, and big data help businesses connect better and more comprehensively in production and supply chain management, while the global demand for sustainable practices sets increasingly high standards for goods and services, which Vietnamese firms cannot ignore. Therefore, a core strategy with breakthrough thinking to transform the city's industry is more urgent than ever," Nen added.

According to Ho Chi Minh City Department of Foreign Affairs, the opening-day policy dialogue with the PM aimed to create substantive exchanges on the current model for industrial transformation model in the city as well as national strategic issues.
The opening session included four main reports from delegates on topics such as global industrial transformation trends, Ho Chi Minh City's industrial transformation strategy in the context of regional and international connectivity and new technology trends, and the role of the Vietnam Centre for the Fourth Industrial Revolution (C4IR) in Ho Chi Minh City associated with industrial transformation.
Opened on September 25, the C4IR is located in the Saigon High-Tech Park in Thu Duc city and is part of the global network of the World Economic Forum and the second C4IR centre in Southeast Asia after Malaysia.
The C4IR initiative aims to provide a place for research cooperation, policy proposals, resource mobilisation, and technology transfer in industrial transformation.

Speaking about the further refinements needed by investors in Ho Chi Minh City, Nen said, "We have committed to making the maximum effort to solve environmental concerns, traffic problems, and accelerate digital transformation to create a transparent investment environment."
To achieve this, the committee will offer preferential policies to entice investment and promote the role of the C4IR.
