On the morning of October 7, Hanoi People's Committee held an inauguration ceremony and installed a signboard to commemorate the 70th anniversary of the Liberation of the Capital (October 10) of the Van Ho inter-agency area construction investment project.
The new headquarters of the Hanoi Department of Construction, Hanoi Authority for Planning and Investment, and Hanoi Department of Finance are located here.
The ceremony was attended by Deputy Minister of Construction Nguyen Van Sinh and Duong Duc Tuan, Vice Chairman of Hanoi People's Committee, along with leaders from multiple departments, sectors, and Hai Ba Trung district.
The Van Ho inter-agency area, located at 52 Le Dai Hanh street in Hai Ba Trung district, spans approximately 3,613 square metres. This facility features a six-story building, one technical floor, and three basement levels, with a total investment of $26.52 million.
According to Hanoi People's Committee, the project aims to create a centralised administrative hub for the city, improving working conditions for key departments, including Planning and Investment, Finance, and Construction. By optimising land use and enhancing operational efficiency, the hub will streamline administrative procedures. This initiative is expected to benefit both citizens and businesses by cutting down on time and travel expenses associated with official business.

During the inauguration, Dong Phuoc An, director of Hanoi Civil Construction Investment Project Management Board, highlighted the project’s successful execution.
“The collaboration and determination among the investor, supervising consultants, and construction teams have enabled us to overcome challenges and accelerate progress. The project is now nearly complete, ready for use, and meets all quality standards,” An said.
Vice Chairman Tuan also emphasised the city's dedication to improving working conditions and infrastructure for its agencies, aiming to create a modern environment that supports effective state management and facilitates interactions for both businesses and citizens with administrative processes. Furthermore, he praised the efforts of city departments, investors, construction teams, and staff for their commitment to the timely and high-quality completion of the project.
Following the inauguration, Tuan directed the Investment Project Management Board to work closely with the Department of Construction and other relevant agencies to finalise necessary procedures for project handover.
The Department of Construction has tasked the City Housing Management Centre to collaborate with the project management board to ensure effective management and utilisation of the new facility.
Additionally, the vice chairman assigned Hai Ba Trung People’s Committee to ensure security and maintain environmental cleanliness during the complex's operation.
Construction on the Van Ho inter-agency area began in August 2020. The project is spearheaded by the Investment Project Management Board for Civil and Industrial Construction of Hanoi, with construction handled by a consortium comprising the Aviation Construction Corporation and the Corporation 789.
The project faced challenges due to the global COVID-19 pandemic and fluctuating material prices, prompting adjustments to its layout. With the City People's Committee's approval for these changes, the management board implemented decisive measures to ensure timely completion.
The complex includes comprehensive technical infrastructure, such as fencing, gates, and parking facilities, enhancing its operational capabilities.
