The training workshop was organised in Long An on April 22. The capacity-building support programme for transitioning to an eco-industrial park (Eco-IP) model at Tan Do Industrial Park (IP) in Long An is part of the project titled “Scaling up the Eco-Industrial Park Approach to Promote Circular Economy in Vietnam”. This project was approved by the former Minister of Planning and Investment through Decision No.1737/QD-BKHDT dated August 13, 2024.
“Transitioning to the eco-IP model is not a short-term endeavour but a journey requiring collaboration among authorities, businesses, and stakeholders. The orientation to develop a pilot green IP model, focusing on attracting logistics services in Long An province, has been proposed for inclusion in the provincial party committee’s resolution on green growth and development, linked with greenhouse gas emission reduction in the locality,” said Nguyen Van Thong, deputy head of Long An Industrial Parks Management Board.
The board will select at least three IPs to develop pilot green models in the province.
The goal is to support the transformation of Tan Do IP into an eco-IP in accordance with the International Framework for Eco - IPs 2.0 (2021 version) while meeting Vietnam’s requirements for eco-industrial parks as stipulated in Decree No.35/2022/ND-CP and Circular No.05/2025/TT-BKHDT.
The programme will assess Tan Do’s compliance with the international framework for eco-IP and enhance its operational efficiency, improving the overall performance of the industrial park and its resident enterprises.
Specifically, the project management board will assist enterprises in implementing resource-efficient and cleaner production (RECP) through organising training workshops, conducting assessments, and developing RECP solutions for enterprises. It will also monitor, supervise, and support green financing solutions for businesses.
Additionally, project experts will identify industrial symbiosis opportunities at Tan Do IP. From now until the end of 2025, experts will conduct pre-feasibility studies on IS opportunities, organise consultation workshops with enterprises, and support their implementation.
A critical step in transitioning from a traditional IP to an eco-IP is supporting enterprises in conducting greenhouse gas inventories and developing emission reduction solutions. The funding agency will assess the potential for renewable energy at Tan Do IP and assist the park and its enterprises in meeting the indicators of the international framework.
“There are currently many favourable conditions for greening IPs in Vietnam. The eco-IP model has been legalised under Decree 35 and Circular 05, providing a solid legal foundation for developing an eco-IP model in Vietnam. Many localities have incorporated the development of green and eco-industrial parks into their project development strategies and documents,” Nguyen Tram Anh, national technical expert at the United Nations Industrial Development Organisation (UNIDO).
“The system of detailed guidance documents for industrial parks is increasingly comprehensive. Additionally, this transition process is supported by international organisations such as the United Nations Industrial Development Organization (UNIDO) and SECO, as well as opportunities to learn from other countries’ experiences through the Global Eco-Industrial Parks Programme”
Based on Decision 1737, approving the initiative “Scaling up the Eco-Industrial Park Approach to Promote Circular Economy in Vietnam,” in November 2024, the former Ministry of Planning and Investment received a budget of $3.3 million funded by the Swiss State Secretariat for Economic Affairs (SECO).
This funding aims to encourage circular economy practices and mitigate the impacts of climate change in Vietnam’s industrial parks. The grant will facilitate the nationwide replication of the eco-IP model, building on successes from 2014 to 2024, boosting circular economy in the industrial sector and IPs, reducing the environmental impact of production activities, and supporting industrial parks in addressing climate change.
Vietnam is one of five countries selected by SECO and UNIDO for support in developing eco-IPs under Phase 2 of the Global Eco-Industrial Parks Programme, which is implemented in the period of 2024–2028.
Previously, during 2020–2024, the GEIPP Vietnam Project identified 949 eco-IP opportunities across 90 enterprises in four participating industrial parks. Of these, 436 opportunities were implemented, resulting in annual financial savings of $2.6 million and an investment cost of $3.3 million.
