The groundbreaking ceremony for the Beltway No.4 project took place on June 25, expecting to create new development room for Hanoi, Bac Ninh and Hung Yen provinces and other regional localities.

Beltway No.4 is divided into seven component projects with a total area of ​​recovery and site clearance of nearly 1,400 hectares, and the total investment of over VND85.81 trillion ($3.73 billion). To be developed under the public-private partnership model, the project is expected to be put into operation before 2027.

Addressing the ceremony, Prime Minister Pham Minh Chinh said he appreciated the efforts of the authorities and people of the localities where the project goes through.

He emphasised that infrastructure investment was one of three strategic breakthroughs that the Party and state were consistently interested in.

“The 13th National Party Congress determined to develop strategic infrastructure in general and transport infrastructure, especially the expressway system, aiming to have 5,000km of expressways by 2030 and 3,000km by 2025. Between 2000 and 2021, we have developed over 1,000km of expressways,” the government leader noted.

The ceremony is only the first step in the project implementation. The prime minister asked relevant authorities and agencies to continue to closely follow the progress, review the work, ensure the supply of construction materials, and accelerate it in accordance with set goals.

It is necessary to continue to promote site clearance and resettlement for people, ensuring that people's new residential places are at least equal to or higher than the old ones, the PM said.

According to Secretary of Hanoi Party Committee Dinh Tien Dung, the project will bring about many benefits, not only for Hanoi, Hung Yen and Bac Ninh but also for the northern economic region.

Representing contractors of the beltway project, Dao Ngoc Thanh, chairman of Vinacone, said that contractors, consultants, and Vinaconex will mobilise all resources in terms of personnel, finance, equipment and machinery, applying the most modern construction methods to complete the work.

Beltway No.4 is considered a crucial infrastructure project in the country. The 113km project will connect the Noi Bai-Lao Cai Expressway section in Soc Son district, Hanoi and thee Noi Bai-Halong Expressway section in Bac Ninh.

So far, ​​Hanoi has cleared 671 out of 798ha of land for the project, reaching 84 per cent. Hung Yen cleared over 70 per cent, and Bac Ninh 80 per cent.
