"Three on the spot" implementation at Quang Trung Software City

Quang Trung Software City has prepared for the implementation of "three on the spot" work arrangement in record time to ensure social distancing and safe production.

In order to implement the "dual goal" of preventing and controlling the pandemic while ensuring economic development, on July 13, Ho Chi Minh City issued Decision No.2337/UBND-TH, directing enterprises to conduct operations under one of two arrangements – "three on the spot" or "one road, two places".

Enterprises and employees in the first group must conduct production, have meals, and rest after work at the same spot. Otherwise, businesses must ensure isolated production and accommodation at two separate locations, connected by a single transport route for workers to commute.

Businesses at Quang Trung Software City (QTSC) quickly prepared a "three on the spot" option for about 819 people at 48 IT companies and businesses offering services like security, cleaning, and catering.

QTSC has arranged a team to ensure uninterrupted services for telecommunications, electricity, water, and building management to ensure smooth internal management activities and support businesses. All employees staying at QTSC have tested negative for COVID-19 on the morning of July 15.

Lam Nguyen Hai Long, CEO of QTSC said, “Companies that are arranging operations this way account for about 6 per cent of regular employees at the park. Although the 'three on the spot' organisation was made in a haste, QTSC has basically managed to make all arrangements for enterprises to continue production. In particular, QTSC has arranged staff to manage QTSC's Telecom Centre to ensure uninterrupted telecommunications services.”

Nguyen Thi Diep, operations director of DIGI-TEXX Co., Ltd., an enterprise providing services to large customers in Europe and the US said, “Since we have a lot of highly confidential projects, we cannot work from home. Therefore, when 'three on the spot' arrangements were announced, a top-level assurance business plan was activated. All relevant departments worked hard to complete the setup for nearly 100 employees within a single day. We have procured as many facilities to ensure at least a modicum of comfort for employees, from tents to mattresses, blankets, pillows, and other necessities for employees eating, sleeping, and working at the company. We will try to ensure the physical and mental health of each individual with nutritious in meals and daily exercise.”
