In the evening of September 27, a large iron frame used for construction fell on a woman riding her motorbike on Le Van Luong Street, Nhan Chinh ward, Thanh Xuan District, Hanoi. A witness said that the iron frame fell from the roadside construction works.

The incident killed the woman and injured another man, who was taken into hospital. The female victim is estimated to be 25 years old and rode a bike registered in Bac Ninh province. The injured man is called Cuong. He is 62 years old and lives in Hai Ba Trung District.

The accident was caused by construction works at the 4.6-LO land plot on Le Van Luong Street. This is a 16-storey building of a trade centre and offices for lease.

Sao Mai Investment and Import Export is the developer of the project. VCC Engineering Consultants JSC (UPCoM: CCV), POLYTEC VINA., JSC, and Tay Ho Development and Investment JSC are conducting the building, designing, and supervising of the project.

Lawyer Tran Thu Nam from the Hanoi Bar Association told Zing.vn that the investigation agency could start criminal proceedings for the death because the construction work did not have a protective netting installed. It violates the regulations on the management of occupational safety in construction works.

Meanwhile, lawyer Tran Minh Hung (Ho Chi Minh City Bar Association) said that there are grounds for the charge of “Involuntary manslaughter” (Article 128). The responsibility will be allocated to the developer, main contractor or supervisor depending on the investigation results.
