A conference to discuss non-tariff barriers in the ASEAN region, held by VIR in collaboration with the New Zealand Embassy, will take place on June 27 at VIR’s headquarters, 47 Quan Thanh street, Ba Dinh district, Hanoi.

At the 46th ASEAN Summit, held from May 26 to 27, regional leaders reaffirmed their commitment to establishing a unified policy framework aimed at enhancing the investment climate across Southeast Asia. The initiative is designed to create a more favourable environment for foreign investment for all member states.

ASEAN non-tariff barriers in focus at VIR conference

Amid global economic instability and increasing geopolitical tensions, ASEAN countries are changing their approach to foreign investment, shifting from quantity to quality and sustainability. However, non-tariff barriers remain one of the major obstacles slowing international capital flows and hindering the circulation of goods.

With a complex system of regulations, standards and procedures, non-tariff barriers are becoming an invisible bottleneck that foreign businesses must overcome to access the regional market. Vietnam currently stands out as a country exhibiting strong growth due to its significantly improved investment and business environment, with many foreign investors choosing Vietnam as a destination due to its status as a manufacturing hub with excellent global supply chain connections.

The conference will feature dialogues and discussions between state management authorities, trade promotion agencies, international organisations, and the domestic and foreign business community. Key insights will be shared by representatives from the New Zealand Embassy, leading law firms, and prominent consulting companies, fostering meaningful exchange on investment and regulatory issues.

A highlight of the conference will be a panel discussion featuring representatives from the Ministry of Industry and Trade, the Ministry of Agriculture and Environment, the Vietnam Association of Seafood Exporters and Producers, leading law firms, and various businesses. The panel will explore key challenges posed by non-tariff barriers faced by enterprises entering regional markets, and examine how geopolitical shifts, economic competition, and emerging trade trends are shaping the investment landscape.

The discussion will also highlight government support measures for businesses in Vietnam amid the current challenges – particularly through free trade agreements and the removal of non-tariff barriers – as well as recommendations from experts and regulatory bodies to improve market access and facilitate trade.

Nearly two decades after the ASEAN Economic Community was first envisioned, Southeast Asia’s regional trade still has not reached cruising speed. While tariffs have been largely eliminated under the ASEAN Trade in Goods Agreement, intra-regional trade remains stuck at just over 21 per cent of total the bloc’s trade. It is pointed to a less visible but more stubborn obstacle: non-tariff barriers (NTBs).
