In the framework of the conference to support and advise enterprises located in Hai Duong province, which was organised on February 4 with the participation of the Politburo member and Deputy Prime Minister Vuong Dinh Hue, representatives of Hai Duong People’s Committee, Samsung Vietnam, and the Ministry of Industry and Trade signed an MoU to implement consultation programmes for enterprises in the province.
The event contributed to realising Resolution No.50 published by the government to develop the supporting industry, and especially improve the localisation ratio and use of high-technology. It was the first time that a consultation programme was organised for a single province with the participation of representatives of central and local authorities and enterprises. Hai Duong was the first province selected to organise the conference.
Among the industrial clusters across the country, Hai Duong has massive potential, further improved by advantages in infrastructure and human resources. In recent years, the initiative to apply high-technology and increase the localisation ratio has been gathering steam and has become the number one priority in developing the supporting industry of the province – and as such has garnered great support from Samsung Vietnam.

Especially, many enterprises in the province have joined the supply chain of large foreign-invested groups. These advantages contributed to Hai Duong being selected as the first province to organise the consultation conference for supporting enterprises.
With the experience of 20 years, An Phat Holdings is the leading enterprises of the province in applying high-tech as well as increasing localisation ratio. The company has experience in co-operating with multinational groups like Samsung, Honda, Toyota, Yamaha, and Panasonic. It became a Tier 2 vendor of Samsung – the world’s leading mobile phone manufacturer – in March 2019 and has increase investment to upgrade manufacturing lines to become a Tier 1 vendor in the future.
Besides, An Phat Holdings has received the trust of many other foreign-invested enterprises to manufacture complex products like cars, motors, and printers.
The long-term goal of An Phat Holdings is to increase the localisation ratio of its products, develop new products with high-tech content, expand investment, and enhance its position in the global supply chain. In addition, the group has been continuously strengthening its production system, improving labour productivity, and standardising the quality management system according to the most stringent standards in the world, such as ISO:9000, 90001, 14001, and is aiming at to reach IATF16949 standards in the near future.

Speaking at the conference, Dinh Xuan Cuong, vice chairman cum general director of An Phat Holdings, said, “With the target of increasing the localisation ratio, we will continue to increase the quantity and content of Vietnamese grey matter in the component products of mobile phones, automobiles, motorcycles, as well as washing machines, which requires methodical investment in capital, technology, and people. Regarding technology, we are proud to be the leading enterprise of the province in modernising production. Our production lines of moulds, phone components, and printers, among others, in Hai Duong province always meet international standards.”
In the supporting industry, An Phat Holdings has two subsidiaries in Hai Duong namely An Trung Industries and Vietnam Pattern Manufacture And Precision Mechanical Co., Ltd., which are focusing on manufacturing electronic components. Besides, it has another member company, Hanoi Plastics JSC, which manufactures parts for cars and motorcycles for partners like Honda, Toyota, and Piaggio, among others.
