The Vietnamese government, through the State Bank of Vietnam (SBV), is implementing a technical assistance project titled ‘Technical support for improving of the legal framework and strengthening regulatory and supervisory capacities of the microfinance sector in Vietnam’ funded by the French Development Agency (AFD) on grant basis to support the development of a more sustainable and viable microfinance sector in Vietnam.

Its objective is to provide the various financial products for the poor and small enterprises.
The Project Management Unit (PMU) of the Technical Assistance (TA) under the SBV shall use a part of this grant to finance eligible payments for consulting services to be procured under the TA.

The main requirements for consulting services include the followings: (i) Analysis, review and assessment of the overall current legal and regulatory framework on microfinance activities; (ii) Recommendations for developing an enable legal and regulatory framework for the commercially sustainable and highly feasible microfinance sector; and (iii) Strengthening regulatory and supervisory capacities for the microfinance sector.

Consulting services is expected to start by the end of 2012 and last three years from the date of contract, of which (i ) 36 months for one resident International Technical Expert; (ii) 36 months for one resident Local Consultant; and (iii) 20 months for various short term consultants, local or international.

The TA’s PMU now invites eligible consulting firms to submit their expression of interest (EOI) in providing the services. The bidder(s) shall be a partnership between international and Vietnamese consulting firms.

A consulting firm shall be selected in accordance with the procedures for Quality and Cost Based Selection (QCBS) set out in the AFD’s guidelines “Guidelines for the Procurement of AFD-Financed Contracts in Foreign Countries” issued in July 2011, which may be modified and updated from time to time.

Interested consulting firms may obtain further information at the address below during working hours from Monday to Friday. Expression of Interest must be in English with 03 copies including one original and two copies, and delivered to the address below not later than 03:00 PM (local time) of October 15, 2012.
