Which particular areas are covered by comprehensive reforms as regulated in the 11th congress’ draft documents?
The draft documents highlighted the consistency and unity of all Party policies. Accordingly, renovation will be continued in a comprehensive manner both economically and politically. In respect to economic reforms, the Vietnamese economy will be restructured to heighten growth quality while political reforms will take place gradually to ensure stability. The political system will be geared towards promoting democracy and enhancing management efficiency to help the whole system operate in an effective manner.
The public are particularly interested in new points made in the 11th congress’ documents. Could you shed some light on this?
There are a great deal of new points in this congress’ documents. For example, the draft of the national construction programme in the transitional period to socialism (supplemented with 2011) was developed capitalising on valuable experiences Vietnam has drawn during 20 years of implementing the 1991-2010 development programme or the draft of the national socio-economic development strategy for 2011-2020 has adopted three strategic breakthroughs consisting of institutions, human resources and infrastructure. They are compatible to the strategy’s overall targets to turn Vietnam into a modern industrialised nation with stable social and political systems, independence, freedom, intact national sovereignty and enhanced status in the global arena. Expectations for renovation in the 11th congress are very high and we believe the congress is in a position to make such expectations come true.
What will the congress do to ameliorate people’s lives in the next five years as Vietnam exits the low-income nations group?
The 11th congress will mark a turning point in national development. It is being held at the right time to take a look back on the first decade of the 21st century and map out a national socio-economic development strategy for the next decade. In the past, the economy featured expansionary development, now development must be more comprehensive and based on hi-tech industries to raise products’ added value.
The draft political report to the 11th congress has set forth some development targets for 2011-2015 as follows: gross domestic product (GDP) growth averaging 7-7.5 per cent per year and per capital GDP reaching $2,000 by 2015, 1.7 times over 2010’s.
