The MoT on July 29 held a meeting to review the first seven months and discussed tasks for the remaining months of the year, with public investment disbursement being among the key tasks.

Minister of Transport Nguyen Van The said that despite good performance in 2020, the disbursement of public investment so far this year has yet to meet the expected plan. The MoT asked investors and project management boards to tighten collaboration with cities and provinces in dealing with problems and difficulties to fast-track the construction process, thus speeding up disbursement.

“Project management boards must check progress. If they cannot check the construction sites, they have to hold online meetings with relevant units and issue timely measures to deal with potential problems to fast-track construction, especially at key projects like the upgrading of runways at Noi Bai International Airport and Tan Son Nhat International Airport, and My Thuan-Can Tho Expressway. Directors of project management boards have to take action to fulfil their disbursement plans in 2021,” the minister ordered.

They are also urged to take care of problems facing railway projects while accelerating transport infrastructure projects. The minister especially requested relevant units to soon resolve the difficulties facing the Cat Linh-Hadong metro line so that it can be put into operation.

The minister also requested relevant units to soon organise a meeting to appraise and complete the master plans on airport development in 2020-2030 with a vision towards 2050.

Together with the disbursement of public investment, the minister also highlighted the importance of developing and improving legal documents. The minister asked leaders of units and departments to complete legal documents as assigned, especially circulars and decrees.

Meanwhile, Minister The directed ministry organs to work closely with the Government Office, ministries and agencies to complete the scheme on the management and use of national railway infrastructure invested by the state and the scheme to improve railway infrastructure and service quality for tourism and then report to the prime minister for approval.

Welcome news during the first seven months was a marked decline in traffic accidents, deaths and injuries.

In August, the MoT plans to submit to the government five schemes on transport industry development for approval, two others on railways, and another on expressway development. It will also complete pre-feasibility studies for six key national projects while continuing to fast-track projects, developing e-government and digital transformation.

So far this year, the ministry approved 21 projects worth VND8.67 trillion ($376.96 million), meeting 81 per cent of the target. In July, the ministry disbursed an estimated VND2.07 trillion ($90 million), thus increasing the accumulated disbursement rate in the first seven months to VND19.09 trillion ($830 million), meeting 44.4 per cent of the target assigned by the prime minister.
