Due to the COVID-19 pandemic, Ho Chi Minh City People's Committee has submitted a proposal to the City Council to delay the collection of seaport infrastructure fees to April 1, 2022 instead of this October.

The proposal is in line with the newly-issued Resolution No.105/NQ-CP on supporting businesses, cooperatives, and business households in the context of the COVID-19 pandemic. Accordingly, localities need to formulate solutions to reduce expenses and remove financial difficulties for businesses. One of the solutions is delaying the collection of toll fees at border gates and seaport fees.

The People's Committee of Ho Chi Minh City estimates that in early 2022 the city will bring the pandemic under control and open all business and service activities. It is expected that businesses will need at least three months to recover. Thus, the extension of the seaport fee collection to April 1, 2022 is necessary to support businesses.

However, the Association of Logistics Service Enterprises proposed delaying the collection of seaport infrastructure fees until July 1, 2022 as the majority of businesses were struggling to maintain production and business during the pandemic.

Indeed, the tough pandemic prevention measures have disrupted the supply chain and pushed up logistics fees. Meanwhile, businesses are facing problems with cash flows and a shortage of workers. Therefore, until the pandemic is contained, businesses would rather not shoulder additional expenses so they can focus on restoring production and business.
