According to the Central Power Projects Management Board (CPMB), the unit has been assigned by Electricity of Vietnam’s National Power Transmission Corporation (EVNNPT) to operate and manage the 220 kilovolt Hai Chau power transformer station and associated 220kv Hoa Khanh-Hai Chau transmission line project.
Although construction was scheduled to be finished in the first quarter of 2020, the project is yet to solve space woes in some areas.
Truong Huu Thanh, deputy general director of EVNNPT, giving his remarks at a working session in Danang |
The 220kv Hai Chau transformer station with a capacity of 250 megavolt amperes is part of the Da Phuoc international new urban area that covers 3,380 square metres.
The work involves building the almost 10km-long 220kv Hoa Khanh-Hai Chau transmission line of which 7.3km will run underground and 2.57km above.
However, one place in the safety line corridor is yet to hand over the required space, resulting in the inability to establish the line crossing that area.
To aid the city’s socioeconomic development, EVNNPT is about to invest in building the 220kv Lien Chieu transformer station, associated lines, and the 220kv Hai Chau-Ngu Hanh Son transmission line. |
The compensated area for building the transformer station is currently being managed by Sunrise Bay Co., Ltd., which still has not reached a consensus with relevant agencies about the space handover plan.
To ensure the progress target of putting the project into operation in 2023, Truong Huu Thanh, deputy general director of EVNNPT, has asked the Danang People’s Committee to oversee relevant local agencies engaged in the project’s different phases.
Regarding the 220kv Hoa Khanh-Hai Chau line, the district-level people’s committee and Lien Chieu Site Clearance Committee need to soon complete procedures for submission to the Price Appraisal Council for checks and consultation with Danang People’s Committee on the issuance of a radical price set, paving the way to facilitate compensation activities.
For the 220kv transformer station, Danang People’s Committee needs to send a document to Sunrise Bay Co., Ltd., requesting joint efforts to facilitate the space handover for the project’s implementation.
For its part, EVNNPT commits to transferring compensation costs to Sunrise Bay following an approval decision from Danang's leaders.
In addition, to aid the city’s socioeconomic development, EVNNPT is about to invest in building the 220kv Lien Chieu transformer station, associated lines, and the 220kv Hai Chau-Ngu Hanh Son transmission line. These projects are currently stalled at the legal setup phase awaiting a decision from the Danang People’s Committee.
EVNNPT has therefore requested that the Danang People’s Committee takes measures to facilitate the project's pace, simultaneously requiring relevant agencies to support the appraisal procedures and approve the detailed planning of the TBA 220kv Lien Chieu transformer station project and its connecting lines.
At the aforementioned working session, Chairman of Danang People’s Committee Le Trung Chinh noted his appreciation for the power sector’s attention and investment to help ensure a stable and safe power supply for the city’s development.
The Danang chairman also presented a raft of concrete measures to address the current space woes.
For instance, regarding the 220kv Hai Chau transformer station and the 220kv Hoa Khanh-Hai Chau transmission line, Thanh Khe District People’s Committee has been assigned to complete procedures on land acquisition and compensation this November.
Relevant departments, sectors, and project owners need to cooperate with Thanh Khe and Hai Chau districts to fulfil related procedures as proposed by Sunrise Bay Co., Ltd. in order to hand over relevant space to the power sector by the end of the month.
In terms of the 220kv Lien Chieu transformer station, associated lines, and the 220kv Hai Chau-Ngu Hanh Son transmission line, Danang’s top leader has tasked EVNNPT and CPMB to work with the departments of Planning and Investment and Natural Resources and Environment to reach a consensus on these projects’ investment and submit relevant papers to the municipal management authorities for approval.
