A joint venture between China’s Huadian Group and Vietnam’s Minh Quang Technology has proposed the development of a hydrogen production plant in combination with a 1,200 MW wind farm and an 800 MW solar farm in the central province of Quang Tri, with a total investment of nearly $2.4 billion.

The information was shared at a meeting on March 7 between provincial leaders and the joint venture. The initial proposal is for a hydrogen production plant in Dong Gio Linh industrial cluster along with 200 MW of solar power in the first phase. They also expected the province to allow the joint venture to research and explore other potential areas for the second phase.

Accordingly, investors will research the possibility of developing a plant to produce hydrogen through water electrolysis, along with storage sites, transportation, shared facilities, and related auxiliary systems. Other developments include a 1,200 MW wind farm and an 800 MW solar power plant. The project will cost about $2.39 billion.

Once put into operation, the plant will have an annual output of 60,000 tonnes of hydrogen and earn a revenue of $250 million, contributing $27.5 million to the state budget and creating jobs for 500 workers.

At the meeting, Vo Van Hung, Chairman of Quang Tri People’s Committee, said the project was in line with Vietnam’s hydrogen development strategy and Quang Tri’s power plans. The province greenlighted the joint venture to conduct research and a pre-feasibility study for the hydrogen project, and the chairman asked departments to facilitate the implementation process.

Huadian Group is one of the five largest state-owned power generation enterprises in China. It engages in the generation and supply of electricity and heat, as well as the development of power-related primary energy.

In Vietnam, Huadian Group, through its affiliate, China Huadian Engineering Co., Ltd., has invested in and managed the Duyen Hai 2 Thermal Power Plant project with a capacity of 1,320 MW and the Dak Lak wind power project with a capacity of 200 MW.

The group also expressed its wish to expand its partnership with Vietnam Electricity (EVN) to develop the green energy market amid the global energy shift.
