Ho Chi Minh City administration begins transition into paperless era

The Ho Chi Minh City administration has requested all of its subordinate departments, agencies, and offices cease issuing paper invitations for meetings and other events.

Beginning July 20, all invitations should be delivered electronically, either through email or SMS, according to a fiat signed Wednesday by the city’s deputy chairman Tran Vinh Tuyen.

The requirement also applies to state companies run by the municipal administration.

The paperless approach is meant to boost the usage of information and communication technology amongst the city’s bodies, as part of a larger bid to build a transparent and effective e-administration, according to the document.

The city’s administration had itself been issuing meeting invitations to subordinate bodies via email and SMS as part of a pilot program that reared positive results, forcing the decision to switch the entire system to paperless.

It is estimated that some 2,200 paper invitations are sent from the city’s organizations on an annual basis and a switch to digital forms will help save VND390 million (US$17,411) a year, according to the municipal administration office.

From July 30, any reports or proposals submitted for approval to the Ho Chi Minh City administration are also required to be accompanied by digital equivalents.
