Storm Mangkhut causes flooding in Hanoi

Storm Mangkhut hit the Hai Phong-Thanh Hoa coast yesterday and brought rain across the north of Viet Nam. In Ha Noi it was downpours for much if last night and most of today, causing flooding in some streets.
