Ministry of Construction receives expanded brief

Under a new government decree, the Ministry of Construction (MoC) has taken on several new state management functions and tasks.

Decree No.33/2025/ND-CP takes effect from March 1 and replaces Decree No.52/2022/ND-CP and Decree No.56/2022/ND-CP, which stipulate the functions, tasks, powers, and organisational structure of the MoC and the Ministry of Transport (MoT), respectively.

The MoC shall perform the state management function of construction planning, architecture; construction investment activities; urban development; technical infrastructure; housing; real estate market; construction materials; road, railway, inland waterway, maritime, civil aviation transport nationwide; and state management of public services.

Decree 33 also stipulates that the MoC perform 32 groups of tasks and powers according to the provisions of the Law on Organisation of the Government, four groups of tasks and powers as a government agency, and 25 groups of tasks and powers performing state management functions.

The organisational structure of the MoC shall consist of 23 units, including 19 to assist the minister in performing state management functions. They include the Ministry Office, Ministry Inspectorate, the Department of International Cooperation, the Legal Department, the Department of Planning and Finance, the Department of Planning and Architecture, the Department of Transport and Traffic Safety, and the Department of Science, Technology, Environment and Construction Materials.

The others are the Department of Economics - Construction Investment Management, the State Appraisal Department of Construction Quality, the Urban Development Department, the Department of Construction Infrastructure, the Department of Housing and Real Estate Market Management, the Vietnam Road Administration, the Vietnam Maritime and Waterways Administration, the Civil Aviation Authority of Vietnam, the Vietnam Railway Authority, and the Vietnam Register.

The headquarters of the MoC are now located at 80 Tran Hung Dao, Tran Hung Dao ward, Hoan Kiem district, Hanoi.

The leadership of the MoC now consists of Tran Hong Minh, Minister of Construction, and eight deputy ministers, including Nguyen Van Sinh, Bui Xuan Dung, Pham Minh Ha, Nguyen Viet Hung, Nguyen Tuong Van, Nguyen Xuan Sang, Nguyen Danh Huy and Le Anh Tuan.

The new-look ministry has been formed following the merger of the former MoC and the former MoT, basically taking over the functions and tasks of the two ministries. The functions and tasks of state management of testing and granting of road motor vehicle driving licences have now been transferred to the Ministry of Public Security.
