In December 2021, at COP26, Vietnam joined 150 countries in pledging to bring net emissions to ‘zero’ by 2050, also committing with more than 100 countries to reduce global methane emissions by 2030.
In addition, Vietnam joined 141 countries in joining the Glasgow Declaration of Leaders on Forests and Land Use and joined nearly 50 countries in the global declaration on converting coal power to clean energy.
In July 2023, Prime Minister Phạm Minh Chinh presided over a meeting of the national COP26 Steering Committee emphasising that green growth, energy transformation and emission reduction are inevitable, especially as Vietnam is among the five countries most vulnerable to climate change.
Vietnam has made strong commitments to respond to climate change, towards the goal of ‘zero’ emissions by 2050. This is considered a historic turning point, creating a premise for future corporate strategies when investing in renewable energy.
Along with that, the government has approved Power Development Plan VIII (PDP 8) to gradually develop a competitive electricity market, diversify investment methods and electricity trading.
The approval has created a legal corridor for the implementation of power transmission projects to help release capacity for renewable power projects in the central and Southern regions.
Specifically, PDP 8 identifies priority targets for the development of renewable energy sources such as wind power, solar power, or biomass power for electricity production to increase the proportion of electricity and electricity coverage nationwide.

The realisation of these commitments requires great efforts from both the government and private sector, including businesses and direct producers.
Strategies need to be implemented at different scales to unlock the investment resources of the whole of society, thereby developing a green, low carbon and sustainable agriculture.
