According to the department’s proposal, commune and ward people’s committees will be responsible for setting up books to manage local household dogs and providing vaccine injection for dogs every year. Checks, statistics and data on local dogs must be carried out before the injections.
When dogs attack people, affect traffic or cause traffic accidents, their owners will be liable for compensation for the victims.
The communes and wards would be required to establish dog warden teams to prevent rabies and then issue fines on people who let their dogs run wild. The teams will have the power to destroy the dogs after holding them for 48 hours.
Dog owners will have to pay all fees in cases where dogs are left to wander outside are caught, including the fees for destroying them.

Under the government’s decree on veterinary fines which already took effect since September 15, owners of dogs in public places without wearing a muzzle will be fined between VND600,000 (USD27.2) and VND800,000 (USD36.3).
