VN, China PMs agree to control, settle differences and emerging issues satisfactorily

In a sincere and friendly atmosphere, the two PMs briefed each other about the recent situations in respective countries, discussing key issues of the bilateral ties, and reaching broad awareness of deepening the comprehensive strategic cooperative partnership between the two countries.

They agreed to work together to maintain and promote the Viet Nam-China friendship, consistently respect each other, enhance strategic exchanges and political trust, and further cooperation for mutual benefits.

The two leaders also agreed to control and settle the remaining differences and emerging issues satisfactorily, accelerate the healthy and stable development of the comprehensive strategic cooperative partnership to bring practical fruits to both nations and to contribute actively to peace, stability and development in the region and the world.

Viet Nam will continue comprehensive and synchronous reforms, beefing up industrialization, modernization and international integration, realizing the set goals of macro-economic stabilization, economic growth, democracy, social progress and equality, and building up a peaceful and stable environment for national development, said PM Phuc.

Viet Nam is consistently pursuing the foreign policy of independence, self-reliance, peace, cooperation, multi-lateralization and diversification of external relations, in which it gives priority to advancing relations with neighbors and pays special attention to relationship with all big countries and major partners.

The country will continue active international integration process and active participation in cooperative mechanisms in the region and the world, especially ASEAN and the United Nations.

PM Phuc affirmed maintaining the traditional friendship and developing the comprehensive strategic cooperative partnership with China stably, healthily, and sustainably for the sakes of the two nations, the region and the world remain the consistent policy, the strategic choice, and the top priority of Viet Nam’s foreign policy.

On behalf of the Vietnamese high-ranking leaders, PM Phuc invited Chinese General Secretary and President Xi Jinping to pay an official visit to Viet Nam and attend the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Summit next year and Premier Li and other senior leaders to visit Viet Nam.

He also suggested China and Viet Nam work together in deploying practical measures to gradually achieve balanced trade ties by facilitating imports of Vietnamese key products, including rice.

In terms of investment, PM Phuc stressed that Viet Nam attaches importance to attracting high, effective and environmentally-friendly technologies while calling for more investment from China into such domains like high-tech agriculture, manufacturing, supporting industries, and renewable energies.

The Vietnamese Government chief also asked China to soon grant the additional loan of US$250 million for the Cat Linh-Ha Dong metro line in Ha Noi to ensure the quality and progress of the project.

Regarding the maritime issue, he asked the two countries to effectively control differences, maintain peace and stability at sea so as not to let the sea issues affect the healthy development of the relations between the two Parties and States.

He underlined Viet Nam’s consistent position of perseveringly settling disputes in the East Sea via peaceful measures in accordance with international law, including the 1982 UN Convention on the Law of the Sea, respecting diplomatic and legal processes.

PM Phuc urged the two sides to strictly comply with the agreements and the common perceptions reached by their senior leaders and the agreement on basic principles guiding the settlement of sea-related matters; respect each other’s legitimate interests in line with the 1982 UN Convention on the Law of the Sea; not to take actions that may further complicate the situation or expand disputes; accelerate substantial talks and satisfactorily settle fishing issues; collaborate with ASEAN countries to fully and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC) and work towards early conclusion of a Code of Conduct in 2017 on the occasion of the 15th anniversary of the signing of the DOC.

Welcoming PM Phuc to China, Premier Li highlighted the significance of PM Phuc's visit which would help boost the relations between the two Parties and nations in the future.

China attaches importance to advancing the relationship with Viet Nam, said Premier Li, adding that China stands ready to foster a balanced trade ties, handle the remaining issues, and encourage Chinese investors to expand investment and trade in Viet Nam.

He vowed to work with Viet Nam to control differences at sea, maintain the overall relationship between the two countries as well as peace and stability in the East Viet Nam Sea.

After the talks, the two PMs witnessed the signing of nine cooperation documents.
