Quang Ngai’s planning for 2030 and beyond is an important tool for the central province to operate and manage all socioeconomic development activities for the long term.

Last weekend, Quang Ngai People’s Committee held a ceremony to announce the province’s planning towards 2030 and with a vision to 2050, with the participation of leaders of ministries, branches, central agencies, and localities.

At the planning announcement ceremony, Bui Thi Quynh Van, Secretary of Quang Ngai Party Committee, said that in recent times, the locality has been concerned about finding a path to development, identifying ruts in thinking, and changing the way of thinking and working within the system.

“The planning has a particularly important role and significance for the development of the province,” Van said. “It is a step to institutionalise and generalise the vision, viewpoints, goals, and development orientations for the entire province and each industry, field, and locality in the province.”

At the same time, the planning creates the most important legal basis for arranging space, allocating resources, and opening the door to entice investment to exploit and maximise the province’s potential and strengths. It will help enhance Quang Ngai’s position and realise the goal of developing rapidly and sustainably to become a well-developed province for the whole country.

According to the published content, Quang Ngai’s planning is based on sustainable development and balancing the three factors of the economy, society, and environment.

Based on analysis and discussion at all levels, Quang Ngai province proposed three strategic visions: to develop based on its unique advantages, moving towards a sustainable development model; to become a new and specialised destination on the key economic arc of the Central region; and promote its unique advantages to become a seaport logistics centre and sea-island economy.

Dang Van Minh, Chairman of Quang Ngai People’s Committee, acknowledged that while the plan is of great significance, approval is only the initial result. “To realise this plan, Quang Ngai requires greater efforts and greater determination to act,” Minh said.

Minh has assigned the Department of Planning and Investment to urgently develop a strategy to implement the planning and clearly define the roadmap and resources to do so. It will determine investment options for projects that are well-connected in order to complete the infrastructure system, as well as expand and shape the development space.

Speaking at the planning announcement ceremony, Deputy Prime Minister Tran Hong Ha mentioned the potential, advantages, and rich cultural traditions of Quang Ngai’s land.

“Quang Ngai belongs to the central key economic region, has an vital strategic location, and a synchronous transport system connecting all directions with the Central Highlands and southern provinces of Laos,” Ha said.

Ha emphasised that planning for the province is a positive step and, with a strategic vision, territorial space ensures synchronous connectivity. “Such vision will maximise the province’s potential and advantages, and is expected to create new impetus for Quang Ngai to accelerate development in the new period,” Ha added.

The DPM proposed that Quang Ngai needs to develop sustainable urban areas in the direction of green urban areas; pay attention to modern rural development in the direction of commodity production and high technology; and focus on developing tourism services based on the advantages of cultural values and the locality’s unique heritage of the sea, islands, and diverse natural ecosystems.

“In the coming period, Quang Ngai needs to attract foreign investment of higher quality, it must move towards mastering the chain in that commodity product, especially in terms of design, research, implementation, production, and manufacturing to the commercial system, focusing on large value chains, the green economy, and the digital economy,” explained DPM Ha.

At the same time as the planning announcement, Quang Ngai also organised the groundbreaking ceremony of the Hoang Sa-Doc Soi road project and issued investment policy decisions and approved investors for a number of projects, such as the Bau Giang urban area, coastal Quang Ngai ecological urban area, and the Messer-Quang Ngai industrial gas project.

Hoang Sa-Doc So is the largest road traffic project ever in Quang Ngai, with a total length of 26.8km and investment of $148 million. The project was identified by the Party Standing Committee as a key project of the province.

Also, NHSLAND Real Estate Investment and Business was approved as investor to implement the coastal Quang Ngai ecological urban area project at a cost of approximately $300 million and covering around 94 hectares.

The project objective is to invest in the construction of a new urban area combining ecotourism with full socio-technical infrastructure closely linked to the surrounding landscape. It aims to gradually solve the housing needs of people in the area, combining the provision of ecotourism and accommodation services for domestic and foreign tourists. It will also contribute to the development of urban tourism services for the province, creating state budget revenues.

Along with that, Thang Long Real Estate and Trading Investment was approved as investor of the Bau Giang urban area. The project has the registered investment capital of $140 million, covering nearly 50ha in Tu Nghia district and Chanh Lo ward of Quang Ngai city.

The project’s goal is to build a civilised, modern, and synchronous urban area with technical and social infrastructure closely linked to the surrounding landscapes, in accordance with the planning orientation of Quang Ngai city and Tu Nghia district.

Furthermore, Messer Quang Ngai Industrial Gas was given the green light for its industrial gas production plant in Dung Quat Economic Zone. The project has the total registered investment capital of $133.3 million. This is a foreign venture from Germany, with the goal of producing industrial gas and liquid basic chemicals for industrial production.
