Key border-gate EZs selected for development

The PM approved the development of nine key border-gate economic zones (EZs) in the 2016-2020 period with funding sourced from the State budget.

The selected EZs are the Mong Cai EZ in Quang Ninh province, the Dong Dang-Lang Son EZ in Lang Son province, the Lao Cai EZ in Lao Cai province, the Cao Bang EZ in Cao Bang province, the Cau Treo EZ in Ha Tinh province, the Cha Lo EZ in Quang Binh province, the Lao Bao EZ in Quang Tri province, the Moc Bai EZ in Tay Ninh province and the An Giang EZ in An Giang province.

The PM asked for a priority of investment capital allocation at at least 70% of the total central budget for EZs in annual and 2016-2020 plans.

The Ministry of Planning and Investment (MPI) was assigned to work with the Ministry of Finance to devise plans on allocating the central budget to the EZs as regulated with priorities on urgent projects. The MPI was also asked to follow up and report the implementation to the PM to address arising issues. A report should be submitted to the PM in the fourth quarter of 2020.

The People’s Committees of centrally-governed provinces and cities were required to focus investment on developing selected EZs, utilize allocated budget effectively as regulated and ensure the disbursement and the construction’s schedule.

They were also asked to allocate their local budget and mobilize other legal capital sources to invest in the EZs’ infrastructure and report arising issues promptly to the MPI and the PM. Earlier, the PM agreed on the development of eight key coastal EZs using the central budget in the 2016-2020 period.
