Ho Chi Minh City to downsize regular staff by 10% by 2021

The Ho Chi Minh City administration will cut its regular personnel by nearly 14,000 staffers, or 10 percent of its payroll, from now until 2021, said deputy director of the municipal Department of Home Affairs Le Van Lam.

Lam released the information on Wednesday when talking with the media about the local government’s plan of shrinking its regular staff in the years to come.

Under the plan submitted by the department to city authorities, the city will make nearly 14,000 staffers, or ten percent of its total personnel, redundant in the 2015-21 period, Lam said.

Of those to be crossed out, more than 1,300 are now working at administrative agencies, he added.

This plan has been prepared based on specific calculations, so it will not cause disruption in administrative and public service bodies, Lam said.

Redundant staffers who are still of working age will be re-trained for future employment or will be introduced to new job opportunities.

Under this plan, for every two staffers made redundant, one new staffer will be recruited, so all agencies are required to make a review of their human resource quality to lay off unqualified staff.

That means the number of newly recruited employees at an agency must not exceed 50 percent of the number of staff members having been made redundant, Lam said.

The redundancy policy is applied equally to everyone, and without limit, regardless of whether they are chairpersons of districts or directors of municipal departments, Lam noted.

He stressed that anyone, even those with master’s degrees or doctorates, who fail to fulfill their assigned duties will be discharged.

“There will be no case in which persons not holding positions will be subject to the redundancy policy while people holding positions will be exempt from it,” Lam said.

“There will be no barrier to this policy,” the official added.
