USAID Representative hails significant achievements of Project 30

The National Public Administrative Reform Project (Project 30 in short) has gained three significant achievements, said USAID Representative Francis A.Donovan.

Francis A.Donovan mentioned this on the sidelines of the launching ceremony of the Administrative Procedure Control Agency (APCA) on Saturday in Hanoi.

Firstly, the Project 30, designed for 2007-2010 period, helped create an online national database on administrative procedures, which makes it easier for businesses and individuals to search for.

The first national database of this kind has also helped improve people’s awareness of law-based rights and responsibilities.

Secondly, the national database covers all administrative procedures applied in all four administrative levels with up to 5,400 procedures and over 9,000 legal documents.

Thirdly, the country is well-prepared for official operation of the APCA which is tasked to ensure the effective enforcement of all Government’s Resolutions on simplifying administrative procedures.

The launch of APCA reflects the Vietnamese government’s earnestness in speeding up the Project and creating an increasingly transparent business environment, he said.

Regarding what Vietnam should do in the coming time, Francis A.Donovan said that the country should focus on supervising the implementation of the approved resolutions on administrative reform.

He also suggested that the government should maintain the active evolvement of the private sector in the reform so that better business environment would be created for them.

He pledged to provide Vietnam with more assistance to enhancing the administrative reform and economic development.
